Abstract:

In October Brazil is to have its second presidential elections since 1985, when the military, after twenty-one years in power, moved over for a transitional civilian regime. As anywhere else in the world, the lead-up to the elections is a time for assessments of the economy; as elsewhere in Latin America, where the alternative of a military regime looms large, the quality of democracy is up for special scrutiny. In Brazil, neither polity nor economy is easy to assess simply.
