In the aftermath of May's federal Budget, Treasurer Scott Morrison suggested that sewage might be tested in order to identify areas of high drug use and trial the drug testing of welfare recipients. His quickly satirised comments brought to mind a case I have been following for some time, which too involves human waste, intervention and, ultimately, the targeting of welfare recipients.
